VAT and browser

I was playing around with VAT and exempt rules, pretending I am a customer from The Netherlands for my Belgian company.
When I select The Netherlands, and give a valid VAT number for The Netherlands, I get an error 'Invalid VAT number for country BE!'.

I guess my browserlocation has something to do with it. BUT, that would cause a person that is not at his homecountry when purchasing, to not be able to give his VAT number.
