Make the Region Optional in the Billing
I came across a problem today (German shop). When you try to buy from abroad (e.g., France) there is no option to enter a mandatory field. When you set the country to France, the region field is hidden, so it cannot be filled, obviously. But when you try to buy then, an error pops up that the user has to fill the region. The region is not usually part of an address across Europe.
I think you can do that in settings - checkout fields
Maybe you are using previous beta version. now this is supported by settings. Can you please look around it?

Checkout page - The above settings work here, great.
If an existing user wants to change their billing address and I have deselected the state, the country is neither available for the user to change.
When I try to change the billing address for the customer in the backend, the state shows up for some countries (e.g., Germany shows with state, France shows without). But it does not show address line 1, nor address line 2 in any case.
