Sidebar widget area settings.. where is it?

How to control the sidebar widget area? I would like to add other widget blocks.. for example the hashtags (top trending tags).. how? Thanks

Ross FCA Id imagine the hashtag gets pulled from the individual posts as long as it has the pound symbol #

And then displayed in widget sidebar in order of popularity for that day..
