Popular posts increase engagement, so should Popular posts that get comments move back to top of the fold?
If not, then a Popular post will just sink out of sight, out of mind, and once this happens, then comments are most likely reduced to nothing since the post is no longer seen and forgotten...

"New Activity" view for the feed will bring posts will new activity to the top. You can set this as the default view on your own community, and as a user you can switch and it should stick.
