The post scheduling option is it only for admin? or do other users roles have the option to schedule posts?

What if the community site offers freemium membership plans. How to configure scheduling per user type levels?

Level 1 - Free Trial (no scheduling)

Level 2 - Premium subscription (scheduling, verification badge, etc)
