Groups and Spaces creation question

I read the docs but am still not quite clear on this so hoping the community can help. Can users create groups and/or spaces? Or only the admin? I'm trying to set this up so paid members who join can create their own groups and spaces. But the documentation isn't very clear so I'm not sure if this is possible. If it is, how? Thank you!!
