Ability to Disabled Video uploads

Any ideas as to how to turn off video upload ability. Too much space will be consumed and cost us portal owners a lot of money every month. My project is primarily to facilitate categorized written communication between members. Video uploads can be done on the members' other social media platform accounts. Thank you for assistance.
