Is this possible with Fluent Booking?

I did not buy the booking plugin when it was launched, but am considering it now, if I somehow can make the following happen.
Each user has his/hers own calendar and is able to book specific ressources at specific date/time in their own calendar.
Each user is only allowed to see a subset of ressources, so they are only able to book their own resources.
Every time a booking is created, another user (site owner) must approve / confirm that the booking is ok.
Notifications / confirmations via emails.
Is this possible in fluent booking?
Not sure what do you mean by own calendar. Let's say, you have created a calendar with some booking slots, share it with your users and they can book the available times. FluentBooking is like Calendly (But more advanced) / Cal.com.

The office building I work in, have multiple tennents. Each tennent is a business. Each business has a number of employees.
The building shares a common kitchen. The kitchen prepares lunch for the offices in the building.
Each office needs to book a number of dishes for lunch for each week.
Since people work from home as well as in the office, it varies from week to week how many lunches they need to book.
So in my office, a one employee has the responsibility to book a week ahead, but in order to be able to server all possible employees, she needs to book say 10 lunches most days and some days up to 15 lunches.
She (the booker or the user) would like to be able to have her own calender where she can see her bookings each day. She is only able to book lunches for the single offic, not from any other offices in the building, so she should only be able to see her own bookings in her calendar when she logs in.
So is it from any of the other offices. They are only allowed to administer their own bookings and see their own bookings in preferably a calendar view.
The kitchen, on the other hand, needs to be able to see all bookings from all offices in their calendar so they know how many lunches they need to prepare for the entire building.
And when ever the kitchen receives a booking they need to be able to confirm that they can deliver food for the booked dishes, which is why the booking is only approven upon confirmation.
Does it explain it well enough? Do you get why booking slots does not make sense, and why the calendar view is important?
