booking availability question

Hi, I'm trying to setup a calendar for 4-hour bookings. The calendar can be booked between 8.30 AM and 4 PM. I want people to be able to book on every hour between 8.30 and 12, but it will not let me. It only gives the 8.30 option while there are no other slots booked.
Is there a setting I missed?
