Sending blog updates to lists based on category

Look for ideas on how to achieve this...

• Blog has multiple categories
• Contacts are put in lists based on the categories they are interested in
• If a new post is published in a category, the members of the relevant list are sent an email
• Ideally, the email contains the featured image/excerpt from the post

Has anyone implemented something like this? If not possible in native FluentCRM, is it something that could be achieved using Flowmattic or similar?
