Recurring Campaigns- latest posts block

Does the latest posts block in the recurring campaigns determine when the campaign gets triggered? As an example, I want a recurring campaign to be triggered when a new post only in a specific category is published. Even though, I select the category in latest posts block, when other posts are published not in the category, the recurring campaign is still triggered.
