Is it possible to send non transactional emails, based on purchases, through Fluent CRM?

Looking for some information! We have products that require special directions for a number of issues. Currently, we are using a plugin that will send non-transactional emails to customers based on their purchases. Since these aren't transactional, we have categorized them as not needing an opt-in.
