why are order bumps limited to ltd?

I see it is blocked in the code to support annual or installment bumps. can anyone explain why this is the case? after investigating more I noticed that installment and annual products have no add to cart button, only buy it now. I am guessing there is some reason behind why ltd is handled so differently than annual and installment purchase / checkout.
