Shipping Zone Option Crucial Feature Missing

The ability to separate shipping zones BEYOND the state is crucial for so many countries.

I would like to request we had a "POST CODE" / "REGION" 3rd layer to the Shipping Zones

WooCommerce currently handles this via the POST CODE function.

For example:

Australia > New South Wales > Postage $12 (Covers Metro)
Australia > New South Wales > Postage $28 (Covers Regional)
Because I'm unable to select BEYOND a state... it shows both options and i have to just "write that" which looks a bit dumb.

I would really love if we could have postcodes.

example

Australia > New South Wales > 2000-2288 > Add shipping here

Australia > New South Wales > 2289-2770 > Add shipping here

That way i could have separate prices based on whether an address is regional or not.
