Space level admin/mod issues

Space level admins and mods are able to manage posts now, with the release of 1.1.20. Fantastic! (see bug reports here and here) But there are still a couple of issues.

1. Space level admins are given the option to disable and enable comments in the menu, but they don't actually have permission to do so. ('Edit' and 'Delete' work fine.)
2. Space level admins have access to the space settings page, but they can't make any changes.
