REPLY vs. POST on the community courses comments.

I'm almost sure it used to say POST but right now my courses are showing REPLY button when you want to do a new post in the COMMENTS within the COURSES. This is for a fresh new comment and not a reply to an existing comment.

Sometimes it works and will let you post the comment anyway. But often I am getting a message that says that this is not posted yet. So basically telling me I cant reply to something that has not been posted.

Anyone else getting that and/or has this been the way it always was and I am just noticing? But also why am I getting that error message when wanting to post a new comment?
