Hafidz RamdhaniΒ do you use the Magic link feature so users can log-in to fCommunity by clicking link in the notification email?

If Yes then probably your users trying to access fCommunity in other browser tabs too or trying to refresh the browser tab and then they see the cookie message but once they refresh the screen with F5 the error disappear and they are continue to being logged in.

If you don't like this behavior you can disable logging users to fCommunity with the magic link (fCommunity > Setting) and see if it helps.

Most probably you have extensive caching enabled from the server side. I would recommend to disable caching for your portal URL.

Im experiencing same issue. Pain in the ASS! We use Wordpress Rocket and even added the portal to the spot where you stop caching it and still users are getting this problem.
