I'm having the same issue. Currently you (admin) will have to manually add students, no matter the course is set to public or not

I have tried and also the same error. They can only be added through Fluent CRM automation.

@sana_2651, even not logged-in users should be able to access and complete a Public course (if the fCommunity is Public of course)

Mat,not unless automation to enroll them is setup. Solved it. Thanks @Hail.

I set my portal to visible only to a custom particular role in Wordpress and set up the automation to enroll every site subscriber. Since the portal is set up to only be visible to a roll even if they are enrolled only those who are members can see it.
