multi languages communities (RTL and LTR)

the ltr and rtl depends on the the site's `is_rtl()` function. So based on that output, we load the CSS.
Shahjahan Jewel , I was considering two scenarios:
1) Posts can be in RTL and LTR. On Facebook or LinkedIn, the text direction (by the first letter you enter) of the post dictates whether the alignment is RTL or LTR.
2) the option to run spaces with a dedicated language (RTL or LTR in terms of the portal's look and feel) on the same community site.
