inconsistent authorizations of specific space admins

They see the + button to add a new topic in their space admin area, but there is an error message when they try to save it.

Shahjahan Jewel,  they should either not see the button (and the link below to all topic management) or be able to add a new topic for the space they are allowed to administrate
