#bug ? #window-behaviour #z-index

Unsure, whether this is expected behaviour / best practice:

Popups have a higher z-index than the window scrollbar (using latest Chrome, Mac). Also- whether popup window should extend beyond scrollbar, depending whether scrollbar is auto-hidden/transparent?

Can see in included screenshot, and in notification popups (bottom right corner).
