Advanced Features & Addons settings modals - background is transparent

When you go to Portal settings > Advanced Features & Addons and click on 'Settings' for any of the features the modal box that appears has a transparent background, making the content behind it visible and it difficult to navigate. I've checked all of my theme customizations and nothing is set to transparent, so I don't think it's a setting. is this a known bug?
